1.0 Preamble

  • 1.1 The NeoFederation shall henceforth be ruled and run by the manner stated here within and at all times it's declarations and guarantee's must be upheld to the fullest extent of the leadership.
  • 1.2 Challenges to this charter are only to be instituted by changing this charter itself through means established later in this document.
  • 1.3 We affirm that the governing power this charter establishes is drawn from the consent of the members of this clan and that each duly elected or appointed representative is a servant and trustee of the members of the clan. Each and every clansman shall have opportunity for leadership and each leader shall demonstrate service to the clan.

2.0 Election to Leadership.

  • 2.1 This shall be the standard for all votes held within the fed.
  • 2.2 All votes within the fed must be public and open to those involved.
  • 2.3 The election/voting time frame will be set and moderated by a standing member of top leadership; in an open and ethical way.
  • 2.4 Nominations will be called for a 2 day period. All nominations must be seconded by the nominee before they are accepted as a candidate. (Self nominees are not required to be seconded.)
  • 2.5 After the minimum two day period, the campaigning period of no less then 72 hours begins. In this period, candidates may choose to make public statements and answer questions regarding their suitability for the position. Campaigns must be fair and kept orderly.
  • 2.6 After the campaign period, the voting starts. Voting must be carried out on an Earthstats forum, where all who are eligible to vote, have access.
  • 2.7 Voting is to last for 3 days, or 72 hours, or until all votes are resisted.
  • 2.8 The winner of the election/ vote is declared by a standing member of the upper leadership, and will be the highest polling candidate.
  • 2.9 In the event of a tie, the members who have registered the same amount of votes be placed in another election to determine the winner. No campaigning, in the interest of brevity.

3.0 Role of Upper Leadership

  • 3.1 The day to day operations of the alliance are to be run by the agreed upon consensus of the elected three (3) individuals.
  • 3.2 Their role is to determine the course of action the alliance is to take in both the Internal and Diplomatic affairs of the alliance.
  • 3.3 The elected members are entrusted and expected to come to a fair agreement between themselves, like gentleman/-lady, with only the best interests of the NeoFederation at hand.
  • 3.4 If the elected three (3) leaders can not come to a full agreement between themselves, then a standing vote of two thirds is to be taken and that decision be final (this shall henceforth be the way in which the three leaders decide stalemated decisions).
  • 3.5 The Head of Departments within NeoFed will be decided upon by the three elected members, with the same measure of decision if a full consensus can not be reached.
  • 3.6 The Heads will be left to decide their assistants, pending any strenuous objections by the upper leadership, in which case the three leaders will decide if the assistant should be accepted.
  • 3.7 An elected term into Upper leadership must not exceed three (3) full resets in length.
  • 3.8 At the end of the three (3) reset term, elections shall be held to vote in as many new leaders as is required. Incumbent leaders are eligible to run for as long as they are nominated.
  • 3.9 Order of succession:
    - Three Elected Leaders
    - Head of Internal Affairs
    - Head of Foreign Affairs
    - Head of War
  • 3.10 It is the responsibility of the Internal Affairs Department to vote in the new elected top three leaders if the order of succession should ever come into need. Otherwise the three atop will always have the control of the alliance.

4.0 Removal of Upper Leadership/Impeachment.

  • 4.1 The elected leadership is to continually be held responsible for their actions. This will ensure that they act in appropriate measures to always benefit the NeoFederation. This will be ensured by giving the membership the power and ability to remove one or more of the sitting, elected Leadership.
  • 4.2 This will be executed by a Member calling for the resignation or immediate non-confidence vote of one of the leaders, and must be seconded three (3) times before the Internal Affairs Department runs the Election.
  • 4.3 If more than one of the leaders is thought to be not working in the best interest of the alliance then another resignation/non-confidence vote must be called and seconded another three times.
  • 4.4 All three sitting leaders can not be held for resignation/non-confidence vote at the same time or in the same reset, a maximum of two can be called for.
  • 4.5 Sitting Leaders are not permitted a vote in the non-confidence tally, nor is the person being impeached.
  • 4.6 If an elected Leader is removed by 51% or greater then the person is no longer a Leader and returned to full Member status.
  • 4.7 In such a circumstance it would be required to vote in a replacement, in an election outlined previously in this document, and that leaders elected term begin at the starting of the members *first* full reset, and will last three (3) full ones.
  • 4.8 The recently impeached leader is not permitted to run during the replacement election, but at the beginning of the next election he or she will be eligible to run, but *may not* nominate him or herself.

5.0 Rights of the Membership

  • 5.1 It is the right of each and every NeoFederation Member to play within a free and open, a just and considerate alliance environment and atmosphere.
  • 5.2 Members are allowed to express themselves however they deem necessary, in any manner in which they desire. Their opinions and their words - be they discouraging or complimentary are hereby protected by the document entrusted to be the moral and lawful manner in which the alliance is held.
  • 5.3 No man- be it leader to recruit or member to member be allowed to take away a persons right to express their opinion, no matter the cause, objection, disapproval or any other argument not specifically outlined in this document.
  • 5.4 All members from Recruit to Leader are expected to act in a civil, responsible, tactful and appropriate manner at all times while posting on the site. Four letter words are accepted, and will be allowed, but excessive or insulting or fear mongering or hate filled content will be deleted, and is not under any circumstances protected by this document, or the authority held within it.
  • 5.5 Anyone whom is not a recruit and who feels he has the ability and the time to run or accept any form of leadership or duty within the alliance is fully, wholly and strongly encouraged, and no member shall be continually turned down for duty for any reason (leadership will require any member to be voted, and thus can't be regulated).
  • 5.6 All members are expected to work on behalf of the alliance as a whole, respect it's alliances and it's diplomatic interests, it's rules and regulations and also to protect the image and live up to the expectations we hold for ourselves and our fellow alliance mates.
  • 5.7 Anyone whom is recruit or above and an active participant within NeoFed has the right to vote in this alliance.

6.0 Amendments

  • 6.1 In order to amend this charter, the top three leaders must be in agreement and a proposal written up for voting by the membership.
  • 6.2 Members are able to propose ideas to the top leaders for them to decide on, and then a referendum will be held if they deem it beneficial.
  • 6.3 The referendum will require a majority of yay votes for the amendment to pass.
  • 6.4 Internal Affairs will then add it to the written charter, and so it shall be.
  • 6.5 Only the three Leaders have the right or ability to call for a referendum to amend the charter.
